THE first review of public service broadcasting, by broadcasting regulators, Ofcom, settled the issue of what public service broadcasting in the UK was for.

The second – published on Thursday – is to determine how it will be paid for in the post-analogue era. The long-awaited consultation document makes three key points on the way to answering that question.

First, Ofcom research shows that 90 per cent of the British people do not want the BBC to be the only public service media organisation, but want competition and plurality, especially in the category of regional news.
