Background to the roles

We are looking for motivated communications professionals to join the Government Communications Service in our nations and regions campaigns teams across the UK.

You will lead one of five locally-based campaign teams covering a specified area of the United Kingdom.

Each team will be responsible for extending and amplifying government’s priority campaigns across their part of the country through a mix of partnership, media, PR and digital marketing activity.

Teams will be required to source and develop locally compelling, relevant and targeted content and be responsible for implementing and evaluating this activity to meet agreed campaign outcomes and KPI/performance measures.

Each team will be required to work closely with GCS Insight, Impact, Ideas, and Implementation teams, departmental communications teams, as well as develop close working relationships and maintain a high profile with local stakeholder and partner organisations, ranging from (but not limited to) businesses and community groups, to local government, the third sector and influential commentators and individuals.

On occasion, each team may be required at short notice to support centrally-identified priority communications activities ranging from operational emergencies to short-notice campaigns and announcements.

Main responsibilities

* Lead on the planning and delivery of an annual programme of audience-led, cross-channel local-level communications campaigns that extend and amplify to local audiences government’s priority campaigns and messaging. These campaigns will have clearly defined communications objectives, and be based on audience insight, desired behavior or attitude change, have deep local and regional relevance and have measurable outputs, outcomes and KPIs as agreed with central GCS campaign managers.

* Working with your campaign manager (IO) and assistant campaign manager (AIO) as well as colleagues in Cabinet Office/ No10 digital and departmental teams and local partners, ensure timely delivery of this activity to meet centrally-agreed targets and milestones.

* Ensure all campaign activity is thoroughly, professionally and regularly evaluated, meeting agreed KPIs and is reported on at least quarterly.

* Identify, recruit and actively manage a network of local-level delivery partners and stakeholders from organisations including, but not limited to, businesses, enterprise networks, community groups, trade bodies, third sector, media and commentators. Ensure this partnership network actively contributes content (for example: case studies, images, audio and video, quotes) as well as acting as a communications channel to their own stakeholders and networks in turn.

* Line manage, coach and mentor one campaigns manager (IO) and put in place strategies to maintain a high team performance, and identify and plug skills gaps through, for example, training and work-shadowing.

* Ensure digital resourcing is in place, maintained and used appropriately to meet delivery targets, including hardware (laptops, digital cameras and other content capturing devices), software (audio and video processing, CMS systems), and social media platforms (Twitter, Facebook, LinkedIn, etc).

* Ensure team’s digital skills are kept up to date in line with emerging techniques, and new platforms and approaches are used appropriately.

* Lead, working closely with the head of Unit, on one of the GCS core campaign areas, acting as the main interface with the commissioning GCS campaign manager or department. Take responsibility to ensure understanding of the campaign brief across the team network, monitor activity, report back activity in timely fashion and ensure appropriate evaluation to capture outcomes is in place.

* Act as an ambassador for the Government Communication Service in the regions, developing effective relationships with other central and local government communicators (and local professional bodies), to foster and encourage information and best practice exchange, skills development.
